Update (March 30, 2008): Online passport processing is now available for first time applicants, please read this post for details: Apply for New Philippine Passport Online
At last, renewing and applying for a passport in the Philippines is now much easier. Passport application through the DFA Passport Appointment System by Internet is now available for Filipinos.Through this online passport application system, people who want to file passport applications can set an appointment with the DFA via the internet instead of waking up very early to be able to transact for their passport in the DFA offices or pay for more when availing the help of travel agencies.
The DFA Passport Appointment System is initially available for
- those whose passports have already expired;
- those whose passport will be expiring within the next one year; and
- senior citizens
The DFA appointment system will reportedly be available to all passport applicants in the future.
Passport applicants can apply for an appointment by sending a request to appointment@dfa.go.ph with the following details:
• Full name (first name, middle name and surname);
• Date of birth;
• Place of birth;
• Latest Passport Number and Date of Issuance
Passport applicants will then be sent a reference number and a confirmation which will include details of designated date and time for the filing of the passport application at the DFA-Passport Office.

Dhel,
You better ask for the advice of DFA regarding your problem.
Ava,
For legitimate minors below 18 years old, either the father or the mother will appear at the DFA or check this link if both you and your husband are abroad http://www.dfa.gov.ph/consular/passport-eng.htm

Postal ID is a valid ID. It would be better though if your mother prepares an NBI clearance and baptismal certificate. They are the easiest document to get.

Juliy,
Did you check the link that I gave earlier in mY previous comment? Please note that personal appearance of either parent is required kahit online ka nag apply ng passport. The requirements will be shown to the DFA so better check out with DFA kung ano talaga requirements.

Reche,
I think you can renew your passport without having to go home here in the Philippines. Please check this site http://www.philippineembassy.ca/index_files/Page1635.htm
Icabebe,
I haven’t applied for any foreign visa yet so I am not sure about the requirements. Nevertheless, if your concern is that your green passport may not be accepted, green passports are still considered valid until their expiry date. I believe you can renew your passport earlier but better contact DFA about this.
